Article 4 of the Convention. Promotion of collective bargaining. In its previous comment, the Committee noted that the Government was in the process of updating the Code of Practice on the Recognition of Trade Unions of 2001, which set out the processes to follow when a trade union wished to be recognized by an employer for collective bargaining purposes, and requested the Government to provide information on the updated Code. The Committee notes the Government’s indication that: (i) following consultations held by the Department for Enterprise in 2024, all legislative work was paused in order to resolve concerns raised by trade unions; and (ii) the above-mentioned Department will further engage with trade unions in 2025 with a view to making progress in this regard. Taking due note of this information, the Committee requests the Government to provide information on any progress achieved with respect to the updating of the Code of Practice on the Recognition of Trade Unions of 2001.
Collective bargaining in practice. The Committee previously requested the Government to provide information on the number of collective agreements concluded and in force, the sectors concerned and the number of workers covered by these agreements. The Committee notes with regret that the Government limits itself to stating that it does not hold data on the number of collective bargaining agreements in any sector. Emphasizing the importance of having available statistical data in order to be able to evaluate more accurately the need to promote collective bargaining, the Committee requests the Government to provide this information in the next report.
