Article 5 of the Convention. Effective tripartite consultations. The Committee notes that the Labour Advisory Board (LAB) conducted extensive consultations, adopting a tripartite-plus approach to include civil society and other organizations. The Minister of Labour informed Parliament that, on 16 September 2024, 18 reports were reviewed along with replies to questionnaires concerning items on the agenda of the International Labour Conference, in accordance with Article 5(1)(a) and (d) of the Convention. Copies of these reports were shared with representative employers’ and workers’ organizations, followed by a face-to-face consultation to gather comments and observations. The Committee further notes that the Grenada Trades’ Union Council (GTUC) stressed the need for additional time to review reports prior to consultations. This concern was acknowledged, and assurances were given that future processes will align with the ILO schedule – a measure the GTUC believes will enhance the efficiency and effectiveness of consultations. The Committee observes that the LAB was mandated to advance the long-pending Labour Code reform, initiated in 2015 and revitalized after the National Democratic Congress administration assumed office in 2022. The reform is now in its final stages: as of May 2025, the LAB had completed a draft bill, currently undergoing proofreading before circulation to unions for review. The Minister indicated that the bill is expected to be ready for parliamentary consideration by the end of 2025, although it has not yet been enacted. Finally, the Committee notes that, in recognition of the need for regular dialogue, the Government has committed to holding consultations at least once a year. While welcoming these positive developments, the Committee observes that no information was provided on consultations held under Article 5(1)(b), (c), and (e) of the Convention. The Committee therefore requests the Government to supply detailed information on the activities of the Labour Advisory Board concerning: (i) proposals to the competent authority regarding the submission of Conventions and Recommendations – Grenada has 15 instruments adopted between 2007 and 2025 that are still pending submission to the competent authority (Article 5(1)(b)); (ii) periodic re-examination of unratified Conventions and Recommendations to consider measures for their implementation and possible ratification (Article 5(1)(c)); and (iii) proposals for the denunciation of ratified Conventions (Article 5(1)(e)).
