Article 4 of the Convention. Requirement to establish standards. In reply to its previous comment, the Committee notes the Government’s indication that a joint order by the Minister responsible for the merchant marine and the Minister responsible for vocational training is adopted for each examination and competition for admission to the National Maritime Training School (ENFM). The most recent order is Joint Order No. 024659 of 4 October 2024, which establishes the arrangements and the composition of the panel for the competition for admission to the “navigating officer in charge of a watch, GT ≥ 3000 UMS” section at the ENFM. Annex II to this Order determines the conditions of access, the duration of training, the certificates and prerogatives of applicants to become officers on board fishing vessels. The Committee takes note of this information, which addresses its previous request.
Article 6. Minimum age for the issue of certificates of competency. In reply to its previous comment, the Committee notes that Annex I to Order No. 024659 of 4 October 2024 establishes an age requirement of between 18 and 25 years for a certificate of navigating officer in charge of a watch, GT ≥ 3000 UMS, while Annex II establishes an age requirement of between 18 and 25 years for lieutenant in deep-sea fishing certificates. The Committee takes note of this information.
Articles 7, 8 and 9. Minimum professional experience prescribed. In reply to its previous comment, the Committee notes that the two Annexes to Order No. 024659 of 4 October 2024 prescribe a qualifying period of sea service of 48 months for a master, GT ≥ 3000 UMS, and 24 months for a chief navigating officer, GT > 3000 UMS (Annex I); and a qualifying period of sea service of 48 months, including 24 months as an officer, for a lieutenant in deep-sea fishing, vessel ≥ 24 m (Annex II). The Committee takes note of this information.
