Direct Request on submission to competent authorities (CEACR) - adopted 2025, published 114th ILC session (2026)

Submission. The Committee notes the information provided by the Government concerning the exceptional circumstances faced by the country, characterized by political instability and further aggravated by the war from April 2023 until mid-2025. The Government indicates that these circumstances significantly affected the functioning of the State’s executive and legislative bodies, which are responsible for the ratification of Conventions and Recommendations. The Government indicates that as a new government has now been formed the necessary arrangements will be undertaken to submit the pending instruments to the competent authorities. While noting the complex situation prevailing in the country, the Committee trusts that the Government will soon be in a position to provide the information requested on the submission to the competent authority of the Employment and Decent Work for Peace and Resilience Recommendation, 2017 (No. 205), adopted by the Conference at its 106th Session, the Violence and Harassment Convention (No. 190) and Recommendation (No. 206), 2019, adopted by the Conference at its 108th Session, as well as the Safe and Healthy Working Environment (Consequential Amendments) Convention (No. 191) and Recommendation (No. 207), 2023 and the Quality Apprenticeships Recommendation, 2023 (No. 208), adopted by the Conference at its 111th Session.
The Committee recalls that the Government can avail itself of the technical assistance of the Office in this matter.
