Labour Statistics Convention, 1985 (No. 160) - Russian Federation (Ratification: 1990)

Direct Request (CEACR) - adopted 2025, published 114th ILC session (2026)

Articles 7 and 8 of the Convention. Employment, unemployment and underemployment statistics. Statistics of the structure and distribution of the economically active population. The Committee notes that the statistics on the economically active population, employment, unemployment and visible underemployment continue to be regularly supplied to the ILO Department of Statistics for dissemination through its website (ILOSTAT). The most recent data are derived from the 2023 labour force survey. The Committee observes that the Federal State Statistics Service has introduced new concepts, definitions and terms, in accordance with ILO recommendations. In particular, the Committee notes that, since 2016, the Government has compiled and published statistics on the potential labour force, the overall unemployment rate, labour force participation in activities such as like volunteer work, work done as part of an unpaid internship, vocational training, and the production of goods for own use. The Committee requests the Government to continue to regularly provide the data required under the Convention. It also requests the Government to provide information on any developments that have an impact on the implementation of the Resolution concerning statistics of work, employment and labour underutilization, adopted by the International Conference of Labour Statisticians (ICLS) at its 19th session in October 2013 (Resolution I), the Resolution concerning statistics on work relationships, adopted by the ICLS at its 20th session in 2018 (Resolution I), and the Resolution concerning statistics on the informal economy, adopted by the ICLS at its 21st session in 2023 (Resolution I).
Article 14. Statistics on occupational accidents and diseases. The Committee notes the statistical information provided as part of the annual questionnaire of the ILO Department of Statistics concerning occupational accidents and diseases. It notes that the information is derived also from workers’ organizations’ registers, the most recent from 2023. Highlighting the decision of the International Labour Conference at its 110th Session in June 2022 to include “a safe and healthy working environment” as a fundamental principle and right at work, the Committee requests the Government to: (i) provide information on any developments concerning the production and publication of statistics on occupational accidents and diseases; (ii) continue to regularly provide the relevant statistics; and (iii) provide updated information on the sources, concepts, definitions and methodology used for the collection and compilation of data.
Article 15. Statistics on industrial disputes. The Committee observes that, according to previous reports, the statistics concerning industrial disputes are collected by the Federal Service for Employment and those concerning strikes are collected by the national statistics bodies directly from the organizations involved in the work stoppage. It notes that there is little information on the methodologies used. The Committee therefore requests the Government to provide updated information on the sources, concepts, definitions and methodology used for the collection and compilation of data.

Articles 7 and 8 of the Convention. Employment, unemployment and underemployment statistics. Statistics of the structure and distribution of the economically active population. The Committee welcomes the detailed information provided by the Government in its report and notes that it regularly supplies statistics to the ILO Department of Statistics for dissemination through its website (ILOSTAT). The ILO Department of Statistics receives statistics on the labour force, employment, unemployment and time-related underemployment from the Federal State Statistics Service through the Government’s response to the ILO annual questionnaire on labour statistics. Data on the economically active population derived from population censuses are also regularly compiled. The Committee notes the information, including methodological information, provided by the Government regarding the most recent population census conducted in October 2010. Results of the census are available on the website of the Federal State Statistics Service. In response to the Committee’s previous comments concerning adherence to the latest standards and guidelines, the Government indicates that, pursuant to the Resolution concerning statistics of work, employment and labour underutilization (Resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013), work will be done to improve the public employment survey programme (workforce surveys) to measure employment, workforce underutilization, including time-related underemployment, unemployment and labour potential in line with up-to-date international standards. The Committee requests that the Government continue to supply data and information on the methodology used in the application of the provisions of the Convention, as well as information on any plans for conducting the next round of the population census. It also invites the Government to continue to provide information on any developments in relation to the implementation of Resolution I of October 2013.
Article 16(3). Acceptance of obligations. The Committee notes with interest that the Government has accepted additional obligations of the Convention in respect to Articles 11–15 of Part II, as provided by Article 16(3). The Committee welcomes this information and invites the Government to continue to provide updated information on the application of all provisions of the Convention.

Article 9 of the Convention. Statistics of wages and hours of work. Taking note of the information provided by the Government, the Committee draws its attention to Resolution I[2] concerning the measurement of working time adopted by the 18th International Conference of Labour Statisticians in November–December 2008, which defines new concepts and measures in this area of statistics.
Article 16(3). Acceptance of obligations. The Committee notes the information supplied by the Government and the documents illustrating the application in practice of Articles 11 (statistics of labour costs), 12 (consumer price indices statistics), 13 (statistics of household expenditure and income) and 15 (statistics of industrial disputes). It also takes due note of the information provided on the application of Article 14 (statistics of occupational injuries and diseases) and in particular, the Government’s intention to extend the collection of data on occupational injuries so as to include all branches of economic activity. The Committee notes with interest the Government’s statement of its intention to extend the scope of its formal obligations regarding the Convention by accepting, as provided by Article 16, the obligations of the abovementioned provisions. The Committee requests the Government to keep the Office informed of any development in this direction.
Part V of the report form. Please indicate the representative organizations of employers and workers to which copies of the Government’s report have been communicated in accordance with article 23, paragraph 2, of the Constitution of the ILO.

Article 16(3) of the Convention. Prospects of accepting obligations. Further to its observation, the Committee notes with interest the information supplied by the Government and the documents illustrating the application in practice of Articles 11 (statistics of labour costs), 12 (consumer price indices statistics) and 13 (statistics of household expenditure and income). It also takes due note of the Government’s statement of its intention to extend the scope of its formal obligations regarding the Convention by accepting, as provided by Article 16, the obligations of the abovementioned provisions. The Committee requests the Government to keep the Office informed of any development in this direction, in particular, the progress in the relevant documents issued by the Federal State Statistics Service (Rosstat).

Articles 14 and 15. Noting the lack of a reply to its previous requests on the subject of legislation and national practice in regard to statistics on occupational injury and diseases, as well as on strikes and lockouts, the Committee once again asks the Government to communicate these to the Office in accordance with the requirements of Article 16(4).

Part V of the report form. Please indicate the representative organizations of employers and workers to which copies of the Government’s report have been communicated in accordance with article 23, paragraph 2, of the Constitution of the ILO.

Observation (CEACR) - adopted 2006, published 96th ILC session (2007)

The Committee notes the Government’s report for the period ending June 2005.

Article 8 of the Convention. Statistics of the structure and distribution of the active population. Further to its previous comments (1996 and 2000), the Committee notes with satisfaction the availability through the All-Russian Census of the population, 2002 (VPN 2002), of statistical data on the active population and its structure. The documents published by the Federal State Statistics Service (Rosstat) contain statistics on the active population employed or unemployed and the information is disaggregated by sex, age, educational level, place of
residence – whether urban or rural – and by geographical region; data on employment is also broken down on the basis of socio-economic status, economic sectors and occupations of the population. The Government is requested to supply, as soon as possible, the data and methodology information required by Articles 5 and 6 of the Convention.

The Committee also notes with satisfaction that Article 9(2) is now fully applied and that a revised national classification of occupations in line with the European Union NACE, Rev.1, and ISIC, Rev.3, classifications was adopted in 2005. It trusts that statistics on average earnings and hours of work, drawn up in conformity with the new OKVED classification will be supplied to the Office.

The Committee is addressing a request concerning certain points directly to the Government.

Direct Request (CEACR) - adopted 2000, published 89th ILC session (2001)

With reference to its previous comments, the Committee notes the information supplied with the Government’s report on laws and regulations which apply Articles 3 and 7 of the Convention. It asks the Government to supply further information on the following points.

Article 8.  The Committee notes that a new census is expected for 2002, which would make it possible to obtain the information on the structure and distribution of the economically active population. The Committee also notes that a draft of federal law concerning population census was prepared.

Article 9, paragraph 1.  The Committee notes that, starting in 1998, statistics of average earnings derived from the monthly and quarterly establishment surveys are now collected and compiled for men and women separately. Statistics of average hours actually worked, derived from the labour force survey, are also available by sex.

Article 9, paragraph 2.  The Committee notes that data on time rates of wages appear to be collected through the October occupational survey, and that statistics of normal hours of work appear to be derived from the labour force survey, although these data do not seem to be published. The Committee asks the Government to indicate if these data are published or not.

Article 10.  The Committee notes that the basic requirements of this Article are fulfilled. Statistics on the structure of earnings were compiled through a survey of enterprises until 1998 and, in the future, will be compiled on the basis of the results of the biennial labour cost survey. Statistics on the distribution of employees are compiled through a biennial survey of enterprises and organizations. The Committee asks the Government to continue to report on any future development and expansion of these statistics.

Article 16.  The Committee notes the information supplied in respect of Articles 11 to 15, under which obligations have not been accepted. The Committee is making the following remarks on some of these Articles, with the purpose of clarifying the extent to which effect is already given to them. Concerning Article 11, the Committee notes with interest that the requirements of this Article are fulfilled by the conduct of a biennial labour cost survey, although the obligations under this Article were not accepted at the time of ratification. It draws the Government’s attention to the possibility of accepting them in accordance with Article 16, paragraph 3. With regard to Article 13, although the obligations under this Article were not accepted at the time of ratification it would appear that it is in fact being applied. The Committee draws the Government’s attention to the possibility of accepting the obligations of this Article in accordance with Article 16, paragraph 3. It also asks the Government to indicate the manner in which representative organizations of employers and workers were consulted when the concepts, definitions and methodology used for these statistics were designed (in accordance with Article 3). In connection with Articles 14 and 15, in line with Article 16, paragraph 4, the Government should continue to report on the position of its laws and practice with respect to statistics of occupational injuries and diseases and those of strikes and lockouts.

Direct Request (CEACR) - adopted 1996, published 85th ILC session (1997)

With reference to its previous comments, the Committee notes the information supplied with the Government's report, in particular on the application of Article 2 of the Convention (in connection with Article 7). It requests the Government to supply further information on the following points.

Point I of the report form. The Committee notes the Government's reference to Act No. 1799-1 of 24 October 1994 concerning the consumer price index. It asks the Government to provide in its future reports information on any other laws and regulations which apply the provisions of the Convention.

Article 3. Noting the absence of the Government's response, the Committee again requests the Government to indicate, for each of Articles 7, 8, 9 and 10, the manner in which the representative organizations of employers and workers are consulted when concepts, definitions and methodology used are designed or revised.

Article 7. The Committee notes that, in light of the data available on the economically active population, only a part of them have been published by the Government. It draws the Government's attention to the obligation to publish more detailed information in accordance with Article 5 of the Convention, and also to the obligation under Article 6 to communicate methodological information to the ILO.

Article 8. The Committee notes that this Article has not been applied. It requests the Government to indicate whether, and if so when, the Government intends to carry out a new population census as required by this provision.

Article 9(1). The Committee notes that statistics of average monthly earnings and hours actually worked are not available for men and women separately. It requests the Government to indicate measures taken or envisaged to compile such statistics separately in accordance with the guidelines (Recommendation No. 170, Paragraph 3.2), and to state in the meantime the reasons for not doing so (Article 2 of the Convention).

Article 9(2). The Committee notes that statistics of time rates of wages and normal hours of work do not seem to be compiled or published, although being collected through the October occupational wage survey. It requests the Government to indicate if measures have been taken to compile and publish the type of statistics covered by this provision.

Article 10. The Committee notes that the basic requirements of this Article concerning the statistics of the structure and distribution of wages are fulfilled. It requests the Government to state whether steps have been taken to improve the level of details in line with the guidelines of Paragraph 5 of Recommendation No. 170 in accordance with Article 2 of the Convention.

Article 16(3). The Committee notes with interest that the provisions of Article 12 concerning the consumer price index appear to be applied, although obligations under this Article were not accepted at the time of ratification. It would draw the Government's attention to the possibility of subsequently accepting them in accordance with Article 16(3) of the Convention.

Article 16(4). The Committee notes with interest that the Government supplied information concerning statistics covered by Articles which have not been accepted. It notes in particular that the implementation of Article 11 is under way, with the conduct of a first pilot labour cost sample survey in 1995. The Committee requests the Government to continue to report on the position of its law and practice with respect to statistics covered by Articles 11 to 15, including any development and expansion of the existing statistics, and related methodological information.

Direct Request (CEACR) - adopted 1995, published 82nd ILC session (1995)

Noting the Government's reference in the report to the acceptance at the time of ratification of obligations under Articles 7, 8 and 9 only, the Committee would point out that the instrument of ratification of this Convention signed by the President of the USSR and dated 10 June 1990 indicates the acceptance of Articles 7, 8, 9 and 10 of the Convention. It further recalls that, in a communication to the Director-General of the ILO, dated 26 December 1991, the Russian Federation indicated that it maintained the commitments previously assumed by the USSR in respect of international labour Conventions. The Committee therefore requests the Government to take measures to give effect to these provisions of the Convention, including Article 10, and to provide the information indicated below.

Point I of the report form. The Committee requests the Government to provide a list of the laws and regulations which apply the provisions of the Convention, as well as the copies, if they have not been sent to the Office.

Article 3. The Committee requests the Government to indicate, for each of Articles 7, 8, 9 and 10, the manner in which the representative organizations of employers and workers are consulted when concepts, definitions and methodology used are designed or revised.

Article 7. In accordance with Article 2, the Committee requests the Government to indicate which specific ILO standards and guidelines are followed for the compilation of the statistics of the economically active population, employment and unemployment, or the date when it is planned to start following them. In accordance with Article 5, the Committee asks the Government to provide a list of the publications in which such statistics are published, and communicate the published statistics to the Office as soon as possible.

Article 8. The Committee requests the Government to continue to supply information on the statistics covered by this provision.

Article 9(1). The Committee notes that statistics of average monthly earnings and hours actually worked are being compiled on a regular basis. It requests the Government to communicate the published statistics to the ILO as soon as possible (in accordance with Article 5); and to publish detailed descriptions of the concepts, definitions and methodology used, and communicate them also to the ILO (in accordance with Article 6).

Article 9(2). The Committee notes that statistics of time rates of wages and normal hours of work seem to be compiled. It requests the Government to provide detailed information regarding the concept and definition used.

Article 10. The Committee notes that steps have been taken to apply this provision of the Convention. It requests the Government to provide information on any progress made with regard to the conduct of annual surveys on the structure and distribution of wages.

Article 16(4). The Committee notes with interest that certain steps have been taken to compile statistics covered by Articles which have not been accepted. It requests the Government to continue to indicate the position of its law and practice, and to supply to the extent possible any statistics compiled and particulars of their sources, methodology and publication concerning the statistics covered by Articles 11 to 15, for instance, information on: any development in the conduct of the labour cost survey planned for 1994 (Article 11); on the development and expansion of the statistical series of occupational injuries and the relevant methodological information (Article 14); and on steps taken to develop statistics of strikes and lockouts (Article 15).
