Article 3 of the Convention. Content and form of seafarers’ identity documents. The Committee notes with interest the Government’s indication in its report, in reply to its comments, that in May 2022, the first new format (credit card-sized plastic card with integral chip) seafarers’ identity documents began to be issued, as a result of the agreement between the State Secretariat for Security (Ministry of the Interior), the Royal Mint of Spain and the Directorate-General for Merchant Shipping (DGMM) (Ministry of Transport and Sustainable Mobility). The Government adds that over the coming years, the old–style SID (seafarer’s book) and the new format will exist side by side, until the last book format SID issued in 2022 expires. Since the new format SID does not have pages for recording embarkations, holders will need to have a seafarer’s logbook. The Committee notes this information, which addresses its previous request and asks the Government to provide a specimen of the new format SID.
Article 4. National electronic database. The Committee notes the Government’s indication, in response to its comments, that the DGMM has an SID database, access to which is restricted to certain officials. Every input is recorded and every action by authorized personnel is traceable. The permanent focal point is the DGMM, through the Training Unit. Furthermore, when the authorities of another country request verification of a SID issued by Spain, only data concerning the corresponding SID number and its validity are provided, thereby protecting any personal data. The Committee notes this information, which addresses its previous request.
