The Committee takes note of the observations by the General Federation of Labour in Israel (HISTADRUT), communicated with the Government’s report.
Article 7(2) of the Convention. Effective and time-bound measures. Clause (d). Identifying and reaching out to children at special risk. The Committee takes note of HISTADRUT’s observations, according to which there remains a form of child labour in Israel: the employment of Palestinian children to sell at road junctions. HISTADRUT indicates that two such children were killed in March 2025 when struck by a truck at a junction, and another child died after being injured while working at a road junction in August 2025. In addition, HISTADRUT states that the police treat these children as offenders and not victims. HISTADRUT also refers to the phenomenon of Bedouin and Arab children being employed in agriculture through manpower contractors. The Committee requests the Government to indicate the measures taken to ensure that children working as sellers at road junctions are identified, removed from such situations, and provided with support for their rehabilitation and social integration. It also requests the Government to provide such information as regards any Bedouin or Arab children employed in agriculture.
