Discrimination (Employment and Occupation) Convention, 1958 (No. 111) - Qatar (Ratification: 1976)

Articles 1 to 3 of the Convention. Equal access to part-time work. The Committee notes that the Government indicates that Cabinet Resolution No. 13 of 2021 introduced a part-time work system in government entities, with priority given to female employees who have children. The Government further indicates that this is to provide more flexible options for women and to enable them to have greater opportunities in balancing between the needs and requirements of caring for their families and children on the one hand, and the requirements of work on the other hand. The Committee notes that prioritizing women with children in the application of part-time work schemes could reinforce stereotypical attitudes about the traditional roles of men and women in society, regarding caring responsibilities. The Committee therefore requests the Government to review the new scheme to ensure that the criteria in its application are free from gender biases. Please provide information on any measures taken in this regard, as well as a copy of Cabinet Resolution No. 13 of 2021.
Religious minorities. The Committee notes that, in its concluding observations adopted in 2024, the Committee on the Elimination of Racial Discrimination expressed its concern regarding reports that non-nationals belonging to religious minorities, in particular Baha’is, Christians and Hindus, face intersecting forms of discrimination on the grounds of nationality and religion, in law and in practice, including discriminatory dismissal from employment and exclusion in the education and public sectors (CERD/C/QAT/CO/22-23, para. 28). The Committee requests the Government to provide information on the measures taken to promote equality of opportunity and treatment for religious minorities.
Enforcement. Further to its previous request, the Committee takes note of the information provided by the Government regarding the training of labour inspectors and intensification of labour inspection campaigns.
