Articles 4 to 12 of the Convention. Standards of qualification for certificates of competency. In reply to its previous comment, the Committee notes that the Government states, in its report, that under Legislative Decree No. 25 of 2010 and Ministerial Decision No. 1312 of 2010, a Seaman’s Ticket (Takira Bahriyya) is issued to fishers employed on vessels operating within Syrian territorial waters. The Government specifies that this document primarily functions as a work authorization and identification for fishers rather than a formal certificate of competency. The Government further indicates that it is in the process of developing training programmes and examinations that will allow fishers to obtain certificates of competence in accordance with the requirements of the Convention. The Maritime Institute and other competent authorities will oversee these programmes to ensure compliance with the Convention. The Committee trusts that the Government will make every effort to ensure compliance with the provisions of the Convention.
