This is to inform you that the Directorate General of Shipping has initiated multiple actions to expedite the repatriation and wage settlement of the affected seafarers.
The following steps have been undertaken:
1. Letters have been issued to the concerned RPSL companies directing them to expedite the repatriation process and ensure timely settlement of wages.
2. The Directorate Seamen’s Employment Office (DSEO) has been instructed to:
. Intimate the concerned parties regarding the case,
. Follow up regularly with the respective RPSL companies, and
. Conduct hearings with the RPSL companies wherever required.
3. The MEA (Division-wise) has been informed about the case to facilitate additional details and necessary coordination.
4. A Demi-Official (DO) letter has been issued to the MoPSW for their intimation and further guidance.
Kindly find attached the excel sheet with case wise updates. It is our humble request to update this in the IMO/ILO Joint database under comments and observation section. We will also be sending regular updates regarding each case as and when we get case notifications so that it can be uploaded in the comments and observation section.
This coordinated approach is aimed at ensuring timely resolution of the matter.

Although the vessel has had 113 inspections under the various PSC regimes the last inspection took place in May 2023.

This is an SOS call from all the stranded crew on board the following vessel:

Present Location : Khor Fakkan Anchorage
Sir we are a total of 11 crew members( 8 indians, 2 indonesian and 1 Syrian). Sir we joined the vessel on the 5th of April at Khor Fakkan Anchorage and upon joining we found that the vessel was in absolute scrap condition. The vessel is in a very bad shape with no valid LSA, FFA, no P&I cover. The vessel is in absolute shabby condition and the same was conveyed to the owners and agents as well.
The vessel has been in a blackout condition for continuous 16 days and despite various reminders from the port and the ships crew, nothing has been done so far. There are 3 generators on board and 2 are absolutely out of order, only 1 generator is being used that too has too many leakages and is run for 2 hrs to charge our mobile phones. There is no emergency generator available on board, just a small portable generator which is also broken and non operational.
All the tanks ie. Dirty oil tank, bilge holding tank, sludge tank are full and nothing has been done for the disposal of the same. The vessel had an accumulation of 6 months of garbage which we had to burn, but still we have so much of garbage and no means of disposal.
The owners have not even provided any mode of communication on board and we have been using our personal phones by recharging International roaming packs since then.
There is no dedicated office number or department for addressing our needs and everything is just being conveyed via WhatsApp and the responses are need based from the owners and agents.
The emergency batteries for the navigational equipments are all drained and provide no power at all due to which we cannot use the VHF or switch on the AIS. Sat-C unit is inactive and cant be logged in into any ocean region.
The owners after the intervention of the port provided some provision items but more than half of them were damaged as there is no power on the vessel.
There is no valid Medical chest on board in case of any emergency.
Most of the machineries on board are out of order and need urgent repairs or servicing from the shore technicians.
Our salaries have not been cleared until now and when approached the owners we were told that the salaries will not be paid to us but to the agent. The details shall follow.
We have been using tank water for drinking by boiling it and is absolutely unhygenic.
The owners and agents respond at their own will and have left us stranded on the vessel with no water and minimal provision. We have been cooking food on wood fire and the same was shared with the port control as well.
Moreover i had to order some basic provision items out of my own personal pocket so that we can have some food.
We request for urgent intervention in the matter and require urgent repatriation from the vessel as the vessel is absolutely non-sea worthy.
Kindly help us in getting down from the vessel and help in clearing our wages.
Inspite of numerous reminders from myself regarding a medical urgency at home, no action has been taken for the repatriation despite the fact that iam ready to pay for my repatriation as well.
It is a humble request to take an action and help us to solve this never ending issue.

Request for urgent intervention in the matter and help is in getting down from the vessel and clear our wages as the living conditions on board are absolutely pathetic and we fear that if someone falls ill no help will come.
The pics and videos attached depict the condition of the vessel and we request for urgent intervention.
The above mentioned Agency has also taken money from 8 Indians on board for the joining and have not been responding ever since.
