Referrence to the trailing mail, wherein it is mentioned that 13 seafarers from India and Syria were onboard of vessel Nouran Ed notified that abandonment on 1st November, 2024 at Port Kartal anchorage, Türkiye.
However, according to DGS E-Governance records, it is found that no Indian seafarer was placed onboard of the said vessel.
In view of the above, it is requested to kindly provide the List of Indian Seafarers on board of the said vessel at the earliest so that Directorate can proceed with the necessary action.

With regards to the e-mail dated 8 January 2025; It was informed that the Generel Cargo Ship named ‘NOURAN ED’, IMO Number 8356974, Flag: United Republic of Tanzania (Zanzibar), having on board 13 seafarers from India and Syria who are abandoned in Kartal anchorage, Türkiye on 1 November 2024. According to the latest information received from Tuzla Regional Port Authority regarding the status of the vessel ‘NOURAN ED’; it was reported that;
• The vessel docked at Özkaradeniz Shipyard in Tuzla Shipyards Region on 20 January 2025 and is currently in the shipyard. The process of the vessel is still ongoing.
• In this period, the personnel of the vessel applied to Tuzla Regional Port Authority with the complaint that their salary receivables were not paid.
• Upon this, an inspection was carried out on the ship by the Port Authority officers and then the representative of the ship operator company was contacted.
• The company representative declared that the unpaid salary receivables of the ship's crew would be paid as soon as possible and then the Port Authority was informed that the amount of 19000 USD, which corresponds to half of the outstanding wages, was paid to the ship's crew and the outstanding salary receivables will be paid as soon as possible.

Reference is made to the trailing mail, wherein it has been mentioned that 13 seafarers from India and Syria were onboard the vessel Nouran Ed and that abandonment occurred on 1st November 2024 at Port Kartal anchorage, Türkiye.
However, upon reviewing the records in the Directorate General of Shipping (DGS) E-Governance system, it has been observed that no Indian seafarer was placed onboard the said vessel.
In light of the above, we kindly request that you provide the list of Indian seafarers who were onboard the vessel Nouran Ed at your earliest convenience, so that the Directorate can take the necessary actions.

And the shipowner is constantly postponing their requests to return home. Although the shipowner promised to pay the remaining salaries and return the 4 Indian crew members, he has not fulfilled this commitment yet.
