La Misión Permanente de México ante la Oficina de las Naciones Unidas y otros Organismos Internacionales con sede en Ginebra saluda muy atentamente a la Organización Internacional del Trabajo (OIT) y tiene el honor de referirse a la Nota Verbal OGE02003 de fecha 22 de mayo de 2025, relativa a la embarcación GSP VEGA, con el numero OMI981510, de bandera panameña.

Al respecto, la Misión Permanente acompaña el formato de reporte de abandono, actualizado por la Secretaría de Marina, Autoridad Marítima Nacional, como Estado Rector de Puerto, derivado del abandono de 19 tripulantes extranjeros y nacionales del mencionado buque, con fundamento en los artículos 5 párrafo segundo, 7 y 35 de la Ley de Navegación y Comercio Marítimos, con la amable solicitud de integrarlo en la Base de datos conjunta OMI/OIT sobre abandono de gente de mar.

La Misión Permanente de México aprovecha la oportunidad para reiterar a la Organización Internacional del Trabajo las seguridades de su más atenta y distinguida consideración.

La Misión Permanente de México ante la Oficina de las Naciones Unidas y otros Organismos Internacionales con sede en Ginebra saluda muy atentamente a la Organización Internacional del Trabajo (OIT) y tiene el honor de referirse a la Sexta reunión del Grupo mixto especial de expertos OMI/OIT sobre responsabilidades e indemnización respecto a reclamaciones por muerte, lesiones corporales y abandono de la gente de mar, que se llevó a cabo del 19 al 21 de septiembre de 2005.
Al respecto, la Misión Permanente de México transmite el “formato de reporte de abandono” debidamente requisitado por la Secretaría de Marina - Autoridad Marítima Nacional como Estado Rector de Puerto, derivado del abandono de 19 tripulantes extranjeros y nacionales del buque GSP VEGA, con el numero OMI981510, de bandera panameña, con fundamento en los artículos 5 párrafo segundo, 7 y 35 de la Ley de Navegación y Comercio Marítimos, a fin de que se integre en la “Base de datos conjunta OMI/OIT sobre abandono de gente de mar”, conforme los acuerdos de la Sexta reunión del Grupo mixto especial de expertos mencionada.
La Misión Permanente de México aprovecha la oportunidad para reiterar a la Organización Internacional del Trabajo las seguridades de su más atenta y distinguida consideración.

Situation of the Offshore vessel GSP VEGA, with number IMO981510, Panamanian flag, which arrived at the port of Ciudad del Carmen, Campeche at the end of November 2024, which was communicated through the Romanian Embassy in Mexico. Regarding this case, it is known that five crew members, all of Romanian nationality, reported that the GSP VEGA from a technical point of view requires extensive repairs and does not meet minimum requirements to carry out deep-sea navigation, as well as the lack of payment of salaries.
In this context, the Regional Port Captaincy in Isla del Carmen, Campeche, is awaiting logistical support from the legal representative of the shipping agent of the Offshore vessel GSP Vega, in order to carry out an Extraordinary Inspection in matters of Port State Control, Port State Control Supervision Officers, since the aforementioned vessel is located at the following coordinates of the authorized anchorage LAT. 18°46.562’ North and LONG. 091°50.679 West, at a distance of 7.6 miles north of the Port of Ciudad del Carmen.
Due to the urgency of the case, SEMAR has been in constant communication with the Secretary General of the Maritime Authority of Panama (AMP) and the General Directorate of Seafarers, as the flag State of the vessel GSP VEGA; who reported that they contacted the owner of the vessel and have managed an additional audit of the Navigation and Maritime Safety Department of the AMP. On December 27, 2024, the repatriation of four crew members was concluded, the date on which the last of them arrived in the City of Bucharest, Romania. In addition, the transfer of funds for the back wages of the crew members, as of December 31, 2024, is pending.
It is important to note that a new complaint has been received from six (6) crew members of this vessel, who also report that they are owed between 3 and 4 months of wages, for which they request repatriation and payment of the corresponding wages. The complaint forms, identity documents and bank receipts are attached, which are listed below:
• Romanian nationality (5), Ukrainian nationality (1)
In this regard, the Captain of GSP Vega, of Romanian nationality, reported that he reached an agreement with the company to receive the salary owed, for which he stated that he no longer wishes to continue with his complaint. Two digital folders with the information of the case are attached.
