I have instructions to inform you that further to your below email of 19.06.2025 with which we were informed of the new abandonment case occurring in the port Famagusta concerning «MYGAN» (IMO 9108489) flying the flag of Saint Kitts and Nevis, kindly be advised as follows:

1 It is recalled that, in the aftermath of the 1974 illegal Turkish invasion of the Republic οf Cyprus the Council of Ministers of the Republic, issued an Order declaring the ports in the occupied areas as closed for all vessels. Therefore, vessels which call the occupied ports of the Republic of Cyprus (such as the port of Famagusta) are in violation of the Cypriot legal order and at the same time of international law.

2 The above decision of the Government of the Republic of Cyprus to declare the ports in the occupied areas as closed for all vessels was officially communicated, at the time, to the Inter- Governmental Maritime Consultative Organization. Consequently, IMCO circulated relevant Notifications to all its Member States as IMCO Notes T2/2.01 (NV.2), T2/2.01 (NV.4) and T2/2.01(NV.5) of 10 January 1975, 17 March 1975 and 5 May 1977 respectively.

3 Since the Republic of Cyprus does not exercise effective control over the occupied territories, including the closed port of Famagusta, it is unfortunately not in a position to provide any assistance to the seafarers who have been abandoned. We sincerely hope that this new abandonment case is resolved as soon as possible.

The company paid Motorman *****’s 6-month salary of US$12,600 on 31st May 2025. His repatriation has still not been fulfilled.
