(From the Permanent Mission of the Republic of Indonesia to the IMO)
With regard to the abandonment case notification of fishing vessel Novo Ruivo (IMO 8734671), on behalf of the Government of Republic of Indonesia as the seafarers nation, I have the honour to convey to you the concerns regarding the situation of four (4) Indonesian seafarers who have allegedly been abandoned on board the fishing vessel Novo Ruivo, where currently reported to be in Porto Grande, Cabo Verde.
I would like to share with you on the following points :
1. Initial information received by the Embassy of the Republic of Indonesia in Dakar (KBRI Dakar), a complaint was lodged via the Embassy’s hotline in mid-October 2025 by Indonesian seafarer named Mr. *** (2nd engineer) on Novo Ruivo
2. Mr *** reported that he and three Indonesian crew had not received their wages for seven (7) months and had been effectively abandoned on board by the vessel’s master and the shipowner.
3. All four seafarers signed their employment contracts on 13 March 2025 and departed Indonesia in the same month to join the vessel in Namibia. They have been work onboard Novo Ruivo operated in Atlantic Ocean during the period April–September 2025. The vessel reportedly called at Porto Grande, Cabo Verde, on 16 September 2025 to discharge its catch.
4. By the end of September 2025, the Master was reported left the ship in Porto Grande and travelled back to Spain, leaving the crew on board without clear arrangements for their continued employment, payment of wages or repatriation.
5. The shipowner has been identified as SOMAR PRODUCTOS DO MAR LIMITADA, and the Indonesian manning agency involved is PT Berkah Samudera, represented by Mr. @@@
6. KBRI Dakar repeatedly contacted PT Berkah Samudera up to early November 2025. In 3 November 2025, Mr. @@@ has stopped all communication with the Embassy and turns to no avail.
7. On 4 November 2025, KBRI Dakar reported the case to ITF Spain. The Embassy was informed that the vessel Novo Ruivo had already been recorded as an “abandoned” vessel within the IMO/ILO framework.
In light of the above, and bearing in mind on the abandonment of case of seafarers that has been reported above we respectfully and humbly requests the kind assistance of the IMO Secretariat and all concerned and relevant parties to :
• Liaise and communicate with the competent authorities of the flag State and other concerned States to encourage and facilitate prompt action;
• Ensure the immediate repatriation of the four Indonesian seafarers back to their home country (Indonesia);
• Facilitate all communication to ensure that the seafarers’ contractual rights, particularly of their outstanding wages to be duly addressed;
• Share any relevant updates or any decisions taken through the Permanent Mission of the Republic of Indonesia to the IMO and/or KBRI Dakar.
