In reference to the GENERAL POLAD HASHIMOV which has been recorded below as being entered with West P&I Club recorded on Equasis on 01/02/2026.
On behalf of West P&I I kindly request that West’s name is removed from Equasis as West gave notice of termination of MLC Certificates in December 2025. The Flag State will have received notice of termination of West’s financial security. West is unable to respond to claims for wages where the minimum 2-month threshold was not met prior to 11 January 2026 ( the end of West’s termination notice period). Our understanding is that the 2 month minimum period was met after 11 January 2026.

I herewith would like to appreciate all the actions that Greece has taken regarding this reported abandonment case.
In this regard it may be helpful to note that according to the procedures of the IMO/ILO Joint Database of Abandonment of Seafarers a case of abandonment can only be considered as being resolved if, and only if, ILO has received clear advice from the Member State or relevant organization that reported the abandonment that:
(i) the totality of the crew has been successfully repatriated; and
(ii) the totality of all outstanding remuneration and contractual entitlements have been paid and duly received by all the crewmembers.
Therefore, I herewith would like to invite Liberia, who initially reported this abandonment case, to provide for an update on the status of this case. All information received will be duly recorded on the joint IMO/ILO database on abandonment of seafarers
6 April 2026: Greece

1. In response to the above mentioned mail regarding the abandonment case of the subject vessel, please be informed that following a complaint regarding unfulfilled financial obligation of the shipowner, a detailed inspection was conducted by PSC Officer, in the port of Elefsina on 02/04/2026. The inspection resulted at the fact that no pending financial obligations, by the shipowner, to the crew regarding their wages were found.
2. Taking into account the aforementioned, please consider updating the IMO/ILO joint database on abandonment, by noting the case as resolved.

The insurer is: The West of England Ship Owners Mutual Insurance Association (Luxembourg) recorded on Equasis on 01/02/2026, and the American Steamship Owner P & I association, recorded on Equasis on 20/02/2026- refer the attached second report concerning the same vessel with the same crew who were earlier reported by Liberia to be abandoned in Elefsis, Greece on 1 September 2025 with then outstanding wages for 2 months.
