1 July 2026: Spain
(From the Permanent Mission to the IMO)

please see below the information submitted by the Local Maritime Authority in Las Palmas de Gran Canaria on the situation of the General Cargo Ship ‘Lady Mina ’, IMO Number 8801113, Flag: Saint Kitts and Nevis, having on board 8 seafarers from Azerbaijan (7) and Georgia (1) who are abandoned in Las Palmas, Spain since 1 March 2026. There are oustanding wages for 5 months and lack of food supplies, while 2 of the crew are on board for 13 months and 1 seafarer since 2024.

• General cargo ship Lady Mina was inspected under Paris MOU regime. The inspection was suspended due to the number of deficiencies and the fact that all the certificates seem to be fraudulent. The vessel has been detained, and the flag state has been notified accordingly, but no response has been received yet.

• After conversation with ITF, they are trying to ensure that outstanding wages are paid and the crew is repatriated, as the MLC insurance certificate seems to be also fraudulent.

• We will keep you informed of any developments.

PSC detained the vessel. All certificates on board are fake.
The Flag certificate on board is registered under Tanzania however this cannot be verified due to most of the documentations being fake. The refrigerators are not working.
