The Ministry of Ports and Marine Transport of the Federal Government of Somalia, acting in its capacity as the Administration responsible for ships flying the Somali flag, refers to the communication of the IMO Secretariat concerning the reported abandonment of the above-referenced vessel, M/V AFADJA (IMO No. 7928794) and wishes to provide the following comments for inclusion in the IMO/ILO Joint Database on Abandonment of Seafarers.
Upon receipt of the report, the Administration immediately initiated a compliance review of the vessel's certification, manning, and financial security documentation, and requested full supporting records from the Registered Owner, the ISM Company, and the holder of the Document of Compliance (DOC). The Administration also engaged directly with the relevant authorities to confirm the condition and welfare of the crew.
The Administration has been in contact with the competent maritime authority of Türkiye, as the Port State in which the vessel is located, to obtain information regarding the vessel's status and the measures taken locally, and will continue to coordinate with the Turkish authorities as the matter progresses, including in connection with the vessel's current crewing arrangements.
The Administration notes the information published by the Department of Migrant Workers of the Philippines and subsequently confirmed by the International Transport Workers' Federation (ITF) on 18 July 2026, indicating that all 14 Filipino seafarers have been successfully repatriated.
The Administration notes that the question of outstanding wages and contractual entitlements has not yet been confirmed as resolved and will continue to pursue confirmation of the current status of the vessel's financial security arrangements, including engagement with the identified provider, Islamic P&I Club, regarding the reported cessation of cover during the course of this matter.
The Administration's review identified some compliance concerns in respect of the vessel, which are being addressed through the Administration's normal regulatory processes, including consideration of appropriate action regarding the vessel's continued registration. The Administration takes matters of this nature seriously and remains committed to ensuring that vessels flying its flag operate in accordance with applicable international standards.
The Administration trusts that the above comments will assist the IMO Secretariat and remains available to provide any further information that may be required. The Administration will continue to keep the Secretariat informed of developments in this matter.
